Issues with retired players

There is an issue with retired players and the way the game treats their contracts. Not only their contracts count against their teams cap in the game, but even those who had expiring contracts are counting against them as cap holds and there is no way to renounce them. What we will do is the following:
1) Retired players who were signed under the old CBA will not count against their teams cap.
2) Players who are signed under the current CBA will count.
There are also other teams with their financials affected due to waived players who were later signed by other teams. The old CBA said once they signed elsewhere, the previous team will see waived salaries off their caps. Player waived from now on will count against their teams cap until the end of the original contracts.
Last but not least, teams who could not sign their first round picks due to hard cap penalties will also see those cap holds off their books.
So, to keep track, these are the teams and salaries affected:
Boston Celtics: $1,756,100
Chicago Bulls: $870,100
Detroit Pistons: $1,583,400
Phoenix Suns: $2,871,300
San Antonio Spurs: $500,000
Vancouver Grizzlies: $1,473,000
Washington Bullets: $3,500,000
How does this affect these teams in this FA period (as of FA Sim 6):
Boston Celtics: They have additional room under the hard cap, specifically $5,389,090 (on guaranteed contracts, without cap holds).
Chicago Bulls: They are $17,944,461 under the salary cap.
Detroit Pistons: They are $11,688,306 under the salary cap.
Phoenix Suns: They are $11,456,703 under the salary cap.
San Antonio Spurs: $5,896,957 under the salary cap.
Vancouver Grizzlies: They have additional room under the hard cap, specifically $14,422,835 (on guaranteed contracts, without cap holds).
Washington Bullets: They are $726,551 under the salary cap.
Spurs and Bullets can either use that cap space or their exceptions. If they want to use their cap space (the new one), they will have to submit their bids via PM.
Bulls, Pistons and Suns can use that extra money. If they wish to do so, they must submit their bids via PM.
Celtics and Grizzlies have a bit more room to bring back players with Bird rights, but this does not change the non-availability of MLE / LLE for them.
