1. FINANCIAL INFORMATION
1.1. 1997/98 financial figures

1.2. Rookie contracts
Players selected in the first round have guaranteed contracts for two seasons. Teams have the option of signing those players for one or two more seasons. The third-year option must be exercised before the player starts his second season, and the fourth-year option before starting his third season.
Players selected in the second round can be signed to contracts with length varying from one to three years. Teams must make these decisions before the end of the offseason Free Agency period.
1.3. In season signings and cuts
All players signed during the regular season as free agents are signed to a minimum deal for the remainder of the season. As for waived players, their contracts will remain against their former team cap for the whole length of the contract.
A team over the salary cap can still sign a waived player, unless that signing puts the team over the hard cap.
2. TRADE RESTRICTIONS
1. There is no limit in the number of teams involved in a trade
2. All trades must follow the official GAH trade template
3. If a team is over the cap, the difference between incoming and outgoing salaries must be within 25 % of the larger number.
4. A traded player must wait a 60-day period to be traded again
5. A player signed as a free agent in the offseason must wait a 90-day period from the start of the regular season until he can be traded
6. A player traded in the offseason cannot be dealt again until December 1st.
7. A team needs to have a first round pick every other year, but not necessarily its own pick
8. For a trade to be valid, all teams involved must have a minimum of 12 players and a maximum of 15 on their roster as result of the trade for all in-season and draft day trades. For trades occurring after renouncements and during free agency or involving the first offseason of expansion teams, teams in the former and expansion teams in the latter do not need to meet the minimum requirement, but can not exceed the 15 player maximum.
9. A player signed as a free agent during the regular season must wait a 60-day period to be traded
10. For multi-team trades, all teams involved in the trade must be notified of all parts of the trade before the deal can be posted.
11. A trade posted and agreed by all teams involved is final. Those players and / or picks involved in the deal are not available to be involved in any other deal until the TU makes a decision.
12. A trade in which a team is not sending anything is valid as long as it meets all other requirements (in other words, using its cap space to absorb contracts).
2.1 - Draft Trades
1. The date considered as processed is the date posted, not the date of approval.
2. Trades posted before or during the draft before the first pick in the deal is made are considered trades for picks and not for rookies.
3. If you're still uncertain, check the rookie's player card. If it says he was traded, then it's considered a formal draft and trade and he will no longer be eligible to be traded for the rest of his rookie season. If there's no mention of his being traded, then he's eligible.
3. EXPANSION PROCESS
The only limitation is that league size for future expansions has to be 23, 25, 27, 29, 30 or 32 teams. Will we expand the GAH? And if so, how many teams will join? There is no answer as of now. Once we are rolling, if another trustworthy GM wants to join the GAH, we will start a League Acceptance Process (LAP) to evaluate if the new GM fits the criteria to join the GAH. If he does, then a timetable for the expansion will be set, with it occurring 1 (if there is enough time) or 2 seasons after the LAP is approved.
The next step will be to choose a city to have a new GAH franchise. One of the key parameters is to keep a Conference and Division balance, meaning that the difference, if any, among the number of teams in each conference and division, must be only one team. In other words, in the first expansion the team will have to be placed in either the Atlantic or Midwest divisions. A list of cities which meet the geographical criteria will be proposed to the new owner, and then he will decide where to set the new franchise. After that, he will propose a name for the team, which will have to be approved by the GAH Expansion Committee (EC).
The new team will join the GAH in the offseason, before the draft. It will hold 2 picks, one per round, being the fourth selection in every round.
Before the draft, all teams will make, at least, two of their items (1st round picks or players currently under contract) available for the expansion team to choose. The new team will pick 10 items among those available, with the restriction of not being able to select more than one item from the same team. Those 10 players will be trade restricted for the offseason, and will not be eligible to be dealt until October 31st.
In its first offseason, the expansion team will only be able to use its MLE, LLE and minimum contracts to sign free agents.
4. SIGN-AND-TRADES
Sign-and-trades in the Free Agency period are allowed under the following conditions:
a. The team has to have Bird rights (3 Bird years) on the player
b. The sign-and-traded player has to be traded alone, without another player or draft pick added as part of a package
c. No other sign-and-traded player can be involved in the same deal
5. RE-SIGNING PLAYERS WITH BIRD RIGHTS AND WITHOUT BIRD RIGHTS
1. Teams who hold Bird rights (3 Bird years) on free agents (in the offseason free agency period), can re-sign them even if they are over the cap without using the MLE or LLE. However, the new deal cannot put the team over the hard cap.
2. If a team does not hold Bird Rights on a player, they will be limited to offering what they are able to other free agents not on their team. However, retaining a non-Bird Rights player will allow the team to continuing adding bird years if that player is re-signed. For example:
3. Under special circumstances, teams may have the chance to sign their second round picks to a third year (for the same salary as the second year). This will be done at the end of the second year, in the period comprised between the end of the regular season and the end of the playoffs. In order to do that, all the following conditions must be met:
a) Player has to be on the same team which drafted him and have never been traded.
b) Player's loyalty has to be over 50.
c) Player's greed has to be lower than 70.
d) Play for winner - Let's consider 70 wins as the max wins for a team (in theory max is 82, but highly unlikely). Then the PFW rating can be a percentage of the team's wins. Let's say a player has a 63 PFW. Then the team has to have won 63 % of those 70 games, which would be 0.63*70 = 44.10 = 44 games.
e) Playing time - Let's estimate a max playing time for a sophomore of 30 minutes, then we apply the same formula as in the previous case, this time the percentage coming from the PT rating. So a player with a PT rating of 71 should have played a minimum of e.1) 0.71*30 = 21.3 mpg and e.2) 0.71*82 = 58.22 = 58 games.
6. HARD CAP PENALTIES
A team cannot go over the Hard Cap, set at 125 % of the salary cap, except in the following situations:
1. The team is under the Hard Cap before the draft ends, but signing rookies put it over the Hard Cap.
2. The team needs to fill its roster. In that case, it can sign players for one-year minimum deals until a complete 12-player roster is filled.
The only trades a team over the Hard cap can make are those in which the total outgoing salaries are larger than the total incoming salaries. In case both incoming and outgoing salaries are exactly the same, trade will be denied.
When re-signing its own free agents, assuming the team holds Bird rights on them, the signing will have to put the team under the Hard Cap. If the new contract still has the team over the Hard Cap, the player will not be signed.
7. FREE AGENCY
7.1. In-season free agency
In season free agency opens at Sim 6 of the regular season.
1. If you want to sign a FA, check if he's fake or real. Go to www.basketball-reference.com and enter his name in the Search option located in the upper right corner of the website. The reason for this is because DDS 1 needs more players than are in the roster set or the game will crash, so fake players are used as fill-ins to reach the quota.
2. If the player exists, create a thread with the position name of the player you want to sign. Other teams will then have 24 hours to also claim that player.
3. If there's more than one claim for a player, the tiebreaker is as follows:
3.1. If his Play for Winner is 60 or less, he signs with the team with the worst record. If there's a tie for worst record, then he'll be signed by the tied team who had the worst record last season.
3.2. If his Play for Winner is higher than 60, he signs with the team with the best record. If there's a tie for best record, then he'll be signed by the tied team who had the best record last season.
4. The Vandeweghe rule applies under certain circumstances (see point 10).
5. If a player who was previously waived by a team is signed, his contract will be taken by the new team.
7.2. Off-season free agency
Unrenounced players contracts count as cap holds in free agency for a salary 115 % of the previous season's salary.
See the financial figures in Section 1 of this CBA for the contracts which can be offered.
As for the exceptions eligibility:
If (HC - Total salaries) > (MLE + LLE), then you have both
If (HC - Total salaries) > MLE but < (MLE+LLE), then you have only the MLE
If (HC - Total salaries) > LLE but < MLE, then you have only the LLE
If (HC - Total salaries) < LLE, then you don't have neither the LLE or MLE
Note that the LLE is a biannual exception, so it cannot be used on consecutive seasons.
8. DRAFT
1. Teams will have 24 hours to make first round picks, 12 hours to make their second round picks, unless they own consecutive selections, such as the San Diego Clippers with 8 and 9. The team will have 24 or 12 hours to make both those picks, not 24 hours for each pick.
2. The 24 hour/12 hour clock for the next pick starts upon the pick's selection. So say for example Washington drafts Larry Bird at 12:01 am Friday June 17th, the Jazz then have until 12:01 am Saturday June 18th to make their pick. If the Jazz draft Big Player at 5:07 am Friday June 17th, the Pistons then have until 5:07 am Saturday June 18th to make their pick, and so on.
3. To post your pick, start a new thread titled Round #, Pick #. Do not give away the player's name in the thread title. You can then give the selection in the body of the thread. An article would be awesome, but not required.
4. If you're going to shop your pick, please do it before your pick comes up. This can be done by listening to offers and making any verbal agreements contingent on X guy being available or Y team's draft being off the board. For example, say the Knicks have a verbal agreement with the Nets to move up to #15 if their target, Mateen Yeaton, isn't available at #15. If he is, the trade dissolves because the Nets take Yeaton. If he isn't, the trade goes through.
5. If you do trade your pick, it's best to do it as a draft and trade, whereby you select the player and then trade his rights to your trade partner. The GAH can not guarantee that trades will be approved in time for the new team to be able to draft, and if time runs out, someone will be receiving a zonk. Do not let this happen to you.
6. Make sure the guy you're drafting is eligible to be selected. Selecting an ineligible player means a zonk player for the selecting team.
7. Commenting on draft selections is strongly encouraged.
8. As per league vote, there will be variable entry years. So, for example, just because a certain someone went in the 1984 class in real life, that doesn't mean he'll appear then in GAH.
9. Also as per league vote, occasional international stars who might have played in the NBA but didn't for one reason or another, may enter the GAH, for example, Vladimir Tkachenko, who was part of GAH's 1978 class.
10. A team cannot have more than 3 first round picks in the same draft.
9. KAREEM RULE
If a player suffers an injury which may need more than one year (365 days) to recover but he is still on the starting lineup and the General Manager of his team has not shown signs of activity such as submitting a DC, the player will be automatically put on the inactive list or at the end of the bench with a subout rate of 100. The GM will be contacted and a decision about his interest and continuity in the GAH will be agreed on.
10. VANDEWEGHE RULE
Under special circumstances, a fake player can be directly signed. This is due to DDS still playing players with no position checked in the DC and subout to 100. The restrictions are the following:
a) The team requesting the signing has one player injured for at least 30 days and with a status equal or below 80 %.
b) The injured player cannot be moved to the inactive list because either the team just have 12 players or all other players in the inactive list are also equal or below 80 %.
c) The team has at least one available roster spot.
d) The team has still to make a claim to sign a real player.
e) No salary is attached to the fake player.
f) The fake player will be put last in the DC with all position boxes unchecked and subout to 100.
g) Once the claiming period ends for the real player, the fake player is waived.
11. DENVER EXCEPTION
Under special circumstances, a team over the Hard Cap will be allowed to sign a free agent during the regular season:
a) The team requesting the signing has one player injured for at least 30 days and with a status equal or below 80 %.
b) The injured player cannot be moved to the inactive list because either the team just have 12 players or all other players in the inactive list are also equal or below 80 %.
c) The team has at least one available roster spot.
d) Once the previously injured player returns, the in-season free agent signed is waived.
