New this season, renouncements will be open for the whole offseason, so teams will be allowed to renounce to their players Bird rights at any time during the Free Agency period. However, exceptions (MLE / LLE) availability will be determined at the end of the rookie draft. A new thread for additional renouncements will be open then.

Question on this Manu:
As long as a player is unrenounced, the CURRENT STATE of the teams cap is used to gauge whether or not they can bid on players, correct?
Ex.: I decide to not renounce Fat Lever....but renounce everyone else. That would leave me at 46.6m, or 800k over salary (soft) cap. For this reason, I COULD NOT make an offer say, to Robert Reid, and offer like $5m a year, stating if he signs with me, I THEN renounce Fat, gain 8m back, and now have the funds under cap to pay. Is this correct? I need to show I have money under cap BEFORE I make formal offer to a UFA? (Think this will be hard for PAs to track)
I also see possibility of several good players possibly renounced at last day, and thus they have no time to get player agents to land them a job...and they only get a 1-yr minimum. Should there maybe be a deadline for all renouncement at least ~72 hours before FA closes? (just a thought)
Lastly, could a team keep flip-flopping the players he has from renounced to unrenounced throughout the FA period?? (Ex. I strike out on all PGs in FA to come, so now at last minute I protect Fat Lever and now and buying power over the other teams who might have been the front runners)?? I see this as a loophole....as I renounce fat to gain 8m.....have money under soft to then grab a guy for $6m..and now protect Fat again, truly making me go ~10m over soft cap...but allowed to negotiate with Fat for any price.
I guess what would fix loophole is that a) renounced players at end of rookie draft (stage 1) are final....no pullbacks, and b) once a player is renounced in fa (stage2), he cannot be pulled back...it is final.

Answering your questions:
1. The team options regarding Free Agency are determined at the end of the draft. That implies the team's ability to offer MLE/LLE or more in case they are under the salary cap. Future renouncements will not affect MLE/LLE elegibility.
2. There is no issue with contacting a Player Agent and telling him that if his client wants to sign with your team, you will then renounce one of your players with cap holds to create the required cap room.
3. I do not think that scenario takes place. All Player Agents have always done a good job, and I am sure that if a quality player does not have a formal offer from his mother team that late in Free Agency, he will sign elsewhere.
4. No. Once you renounce to the Bird rights on a player, there is no way of "re-gaining" them. However, you can edit renouncements until the draft is over. After that, any renouncement is final.
5. It has already been answered.

I like this addition. Was pretty restrictive before when trying to plan certain moves.
