Ball actions

This came up in the Sim 11 results thread about Chris Webber and has shown an issue in ball actions that makes some players attempt to shoot less than they should. I will try to make a long story short.
When we made the switch from DDSPB1 to DDSPB18 in the 1996 offseason, during the testing stage in the engine conversion for some reason some players shot the ball as soon as they had it in their hands leading to unreal field goal attempts and scoring numbers. They were very few and there was nothing explaining that behaviour as the conversion was the same for all players. As a result, the only way to make them score at the same level they were doing previously was to increase their pass ball action to very high levels (in the 90s).
Then we played the 1996-97 season in DDSPB18 and their outcome was the same (more or less) than it was in previous seasons using DDSPB1. So it seems that was a good solution. But then came the 1997 offseason and the switch to DDSPB19. When switching to DDSPB19 from DDSPB18 there is no need for file conversions, as there is an option in 19 to import an 18 league file. So I thought I had not to worry about anything. But as it has turned out, those players whose ball actions had to be that high now are barely taking any shots. It is weird, but it seems like if 19 has gone back to DDSPB1 behaviour bypassing 18.
So, in order to keep players performing as they should, these players affected are going to have their ball actions modded until they are back to "normal". This will be monitored periodically and some players, if identified, may be added to the list. So far the players affected are the following:
