Since second round picks are signed at the end of Free Agency, they do not appear in the cap status spreadsheet during the offseason. That probably led to a mistake with the Philadelphia 76ers. As the CBA states, a team over the Hard Cap can only add minimum contracts to fill a 12-player roster. By signing its second round selection, Philadelphia would have 16 players. Therefore, they need to waive one of the following players, which are their free agency signings and second round drafted rookie:
T.R. Dunn Kevin McKenna Joe Dumars Terry Davis
Given this was a confusion due to the cause explained above, the waived salary will not count against Philadelphia's cap.
